It would also be worthwhile to discuss the steps that a voter must take to get a required form of ID for voting, so that people begin to understand the kinds of costs, time, and actions necessary to get an ID needed to vote. Even giving illustrative examples of this would be helpful.

Minor point, but I think that the pilot proposal is for the second model to include the poll clerk checking the signature provided against the signature on the bank card (or other suitable official document with a signature), so we’re probably talking about a jump from 1 to 6, not 4, on the list.
